First and foremost, one should check whether the state allows non farmers to buy agricultural land. If not, one’s first task would be to obtain a farmer’s license by showing the valid credentials. Secondly all records should be with the local revenue officer or tehsildar and care should be taken to ensure that the property you are buying is not encumbered, and is possessed and legally registered to your sellers. Lastly, a physical inspection and demarcation of the property should be undertaken to ensure there are no encroaches legal or otherwise and no infrastructural bottle necks.
